Operators flying into Mexico with pets on board should be aware of the current SAGARPA and SENASICA requirements for pet entry inspections. These agencies oversee the import inspection process for animals, agricultural products, and food to protect Mexico’s public health, livestock, and agricultural safety.

The following procedures apply to both private (Part 91) and charter (Part 135) operations and must be completed upon arrival in Mexico.


Who Performs the Inspection

On international arrival, inspections are performed by the Secretaría de Agricultura y Desarrollo Rural (SAGARPA) through its agency SENASICA—the National Service for Agri-Food Health, Safety, and Quality. These authorities review baggage, food, and pets to ensure compliance with Mexico’s animal health regulations.


Required Pet Documentation

The pet owner (not the crew member) must present the following original documents to SENASICA upon arrival:

  1. Health Certificate
    Issued by a licensed veterinarian confirming the pet is healthy, free of infections or injuries, and fit for travel. This certificate is valid for 15 days from the date of issue for SENASICA purposes.
  2. Vaccination Certificate
    Must show a valid rabies vaccination (date of application and vaccine validity). Pets under three months of age are exempt. The certificate must also confirm the pet has received preventive treatment for internal and external parasites within the previous six months.

Copies of both certificates should be sent to your handler or local representative before arrival to confirm compliance and avoid last-minute issues during inspection.


Arrival Process and Possible Delays

Upon arrival, SENASICA officers will review the documents and inspect the pet. If the required paperwork is missing or incomplete, a local veterinarian may be called to provide the missing documentation. This can delay the process by one to two hours and incur additional service fees.

To streamline clearance, Universal recommends coordinating document submission ahead of time and confirming inspection availability at your airport of entry.


Departure Procedures

For departures from Mexico, SAGARPA and SENASICA do not require any documentation or inspections. Pet clearance applies only to entry into the country.


Required Form

Each pet entering Mexico must have a completed importation form (FF-SENASICA-003), which provides details about the animal, its owner, and its point of origin. This form is available through SENASICA and must be submitted at the airport of entry. Separate versions exist for dogs and cats, with English-language annotations available to assist foreign operators.
